Postal Services

NERA experts provide economic advice on a wide range of postal issues, drawing on extensive experience across post and other network industries. We advise regulators, policymakers, postal operators, and other stakeholders in many areas including regulation, competition policy, and public policy evaluation. We have published widely on postal economics and contribute regularly to conferences on postal and delivery economics.

NERA has an in-depth understanding of postal markets and the key areas involved in regulating and liberalizing those markets, as well as the implications for the universal service obligation and the finances of the postal operator. We advise on a range of important regulatory and competition policy issues including the role of regulation in a liberalizing market, state aid, and merger cases, costs and pricing, efficiency, access charging principles, and restructuring and privatization. We bring to bear our extensive experience across a range of liberalized network industries with characteristics in common with post, such as industries with universal service obligations (USOs) or downstream access arrangements.

We also provide advice on government policy in postal markets, including advice on policy impacts and evaluation, consumer benefits, and service quality. This includes advice on assessing customer needs and how best to meet them, which is particularly important in the present context of falling mail volumes. We use state-of-the-art statistical techniques including stated preference surveys, econometric analysis, and cost benefit studies.
