The Situation

The utility is facing start-up of a Regional Transmission Organization (RTO) in the near-term and retail access several years down the road. Current regulated electric rates include various real-time options, but many rates have had the same structure for decades.

NERA's Role

NERA developed a retail pricing strategy, including a detailed workplan, that will prepare the both utility and its customers for the advent of retail access and adjust real-time and curtailable rate options to be consistent with the regional focus and independent operation of the RTO. The work involved ascertaining pricing objectives, evaluating current rates and structures in light of the coming industry changes, identifying and evaluating alternative strategies, and recommending the strategies likely to work best for the client.
