The Situation
MUFACE (the Spanish health insurer for Civil Servants) wanted to move toward a more efficient and equitable payment system to replace the current system of flat payments.
NERA's Role
NERA evaluated the current payment system used by MUFACE to reimburse private insurers, and also assessed existing regulations and the expected effects of the new risk-adjusted payment system.
