FERC Takes the Wrong Path in Pricing Policy

In this paper, Dr. Makholm critiques a FERC Pricing Policy on incremental pricing of pipeline capacity as being impractical as a guide to restrict the inefficient practice of "roll-in" on the US interstate gas pipeline network.
