While pilot programs, temporary mechanisms and experimental trails have characterized the 1990s, the first decade of the new millennium requires that regulators translate these experiences into a more permanent policy framework to guide the industry. Otherwise, the perceived new order of things and the efficiency gains promised by a reliance on the market will fail to materialize.
