Critical Issues in Consumer States Include Unbundling, Performance-Based Regulation

1 June 2000
By Dr. Karl McDermott

Karl McDermott is the author of this chapter, published in Natural Gas Industry Analysis, 2000-2001, Robert E. Willett, editor. The chapter surveys the current issues facing state regulators in the regulation of the local natural gas market during the post-transition period. While pilot programs, temporary mechanisms and experimental trails have characterized the 1990s, the first decade of the new millennium requires that regulators translate these experiences into a more permanent policy framework to guide the industry. Otherwise, the perceived new order of things and the efficiency gains promised by a reliance on the market will fail to materialize.
