In this report NERA examines the legal and economic arguments for the setting of charges for access to essential facilities in the water sector in England and Wales. Specifically we focus on the economic arguments for and against the application of the Efficient Component Pricing Rule for the setting of access charges. We also consider aspects of EU and UK competition law and sector specific law that are relevant to access charging.
