In the first of this three part series prepared for the Independent Pricing and Regulatory Tribunal of New South Wales, the NERA team presented recommendations on the most effective model for the NSW electricity and gas licensing regimes, given the current institutional arrangements. The recommendations covered an outline of the suggested framework for compliance monitoring and reporting, the co-ordination of administrative arrangements between agencies and some changes to the substantive content of licence arrangements.
