Study of the Financing of and Public Budget Contributions to Railways

This report for the European Commission was prepared in January 2004 by NERA. The report is part of a study that began in 2003 to assess the public budget contributions to the financing of railway undertakings and rail infrastructure managers, as well as to review their financial position. The study follows the European Commission's commitment from the 1996 White Paper on a Strategy for Revitalizing the Community's Railways to "report at regular intervals on the progress made by Member States in reducing debt and improving finances."

The report's findings are based on examinations of both the main state-owned railway undertaking and infrastructure manager for each EU Member State and for Norway and Switzerland, as well as private sector railway companies in the UK and the ten candidate countries that have rail systems.
