Volume Two: Investment Incentives for the South Eastern Europe Regional Electricity Market

In this report commissioned by the International Finance Corporation, NERA Director Graham Shuttleworth examines options for encouraging investment in new electricity generation capacity over the next five years to ten years, as South Eastern Europe moves toward integration of electricity markets.

This volume of the report examines energy markets and capacity schemes in Australia, New Zealand, England and Wales, Scandinavia and Finland, Greece, and selected US energy markets. The report reviews, for each example, the energy market mechanisms, the historical capacity balance since liberalization and any investment support mechanisms that are in place. For example, the report outlines the capacity price mechanism that was a feature of the Electricity Pool in England and Wales, the capacity markets that are in place in the US and the dry-year reserve scheme in place in New Zealand, as well as describing the incentives offered by "energy-only" markets such as Nordpool and NETA.
