El Reglamento sobre las Condiciones de Acceso a las Redes de Transporte de Gas Natural en la UE (Regulation on Conditions for Access to the Natural Gas Transmission Networks)

In November 2005, the European Parliament and the Council of the European Union adopted a new Regulation on conditions for access to natural gas transmission networks. This Regulation supplements the internal energy market Directive (2003/55/EC) that provides basic structural reforms to develop the internal gas market in the European Union. The Regulation aims to establish non-discriminatory rules for access conditions to natural gas transmission systems, taking into account the specificities of national and regional markets to ensure the proper functioning of the internal gas market.

In this article from Gas Actual,  the authors analyze the measures addressed in the Regulation, including the setting of harmonized principles for tariffs and the methodologies underlying their calculation; the access to the network; the establishment of third party access services and harmonized principles for capacity allocation and congestion management; the determination of transparency requirements, balancing rules, and imbalance charges; and the trading of capacity rights.
