Demand Bidding Programs in ISO/ RTO Environments

NERA Senior Consultant Amparo Nieto presented "Demand Bidding Programs in ISO/RTO Environments" to energy utility professionals across the US at the 2006 Fall Meeting of the Marginal Cost Working Group on 12 October. In her presentation, Ms. Nieto discussed the key role that demand response can play in achieving efficient outcomes in wholesale and retail electricity markets. Her discussion focused specifically on the demand bidding programs currently operated by Independent System Operators (ISOs) and Regional Transmission Organizations (RTOs) in the US. She explained the common features of these programs and their recent evolution, as well as the interaction with utility-sponsored demand bidding programs. Ms Nieto highlighted the challenges that economic bidding programs are currently facing to maximize their potential as a demand response tool, the controversial aspects of these programs, and the further work needed.
