Review of the Effectiveness of Energy Retail Competition in South Australia

In this report for the Essential Services Commission of South Australia (ESCOSA), a NERA team led by Director Greg Houston and Senior Consultant Jennifer Fish assesses the effectiveness of competition in the electricity and gas retail markets in South Australia. The report examines the structure of the South Australian energy retail markets, the conduct of both retailers and consumers within these markets, and a number of indicators of retailer performance. The team's assessment led them to conclude that three to four years after the introduction of full retail competition for residential and small business electricity and gas customers, competition for most of these customers is now generally effective. Published on 14 June 2007, the report will inform ESCOSA's approach to its review of regulated electricity and gas retail prices later this year. A separate report was also published, setting out NERA's recommendations for changes to ESCOSA's current retail market development activities.
