NERA Senior Consultant Amparo Nieto delivered this presentation at Utililty Rate Case Issues & Strategies, a Law Seminars International conference held in Las Vegas, Nevada on 6 February 2009. Ms. Nieto's presentation offered a detailed review of a number of dynamic rate design options, including Real Time Pricing (RTP), Critical Peak Pricing (CPP), and Peak Time Rebates. Ms. Nieto argued that the growing national support for smart grid deployment as well as the emphasis on clean air benefits means that the timing is right for developing a portfolio of efficient demand response options. She discussed a number of regulatory challenges that need to be addressed before implementing Demand Response programs and highlighted the necessary plan of action for both utilities and energy regulators.
