Retailer of Last Resort -- Review of Current Jurisdictional Arrangements and Development of a National Policy Framework

A NERA team led by Associate Director Ann Whitfield and Senior Consultant Brendan Quach, in conjunction with a team from Allens Arthur Robinson, was engaged by the Australian Minsterial Council on Energy (MCE) to undertake a review of the existing jurisdictional retailer of last resort (RoLR) frameworks and to advise the MCE on the development of an appropriate national policy framework for an RoLR scheme. NERA and Allens Arthur Robinson were also asked to develop a suggested base set of proposals for a national RoLR scheme. This study provides a review of existing RoLR frameworks, a national RoLR policy framwework, and a base set of proposals.
