In this article, NERA Director Dr. Francesco Lo Passo analyzes the investments on infrastructures of different industries in Italy and proposes a set of economic rules to evaluate them. In particular, Dr. Lo Passo suggests using a stress-test to estimate their economic sustainability and profitability before their approval and funding.
