On 28 June 2012, NERA Senior Vice President Dr. Anne E. Smith delivered testimony at a hearing on "The American Energy Initiative -- A Focus on EPA's New Proposal to Tighten National Standards for Fine Particulate Matter in the Ambient Air" before the US House of Representatives Energy and Commerce Committee's Subcommittee on Energy and Power. Dr. Smith was asked to share her perspective on the costs and benefits of the proposed PM NAAQS changes. In her testimony, Dr. Smith examines key features of the Proposed Rule, and reasons that these features will make the NAAQS more costly than EPA reports, and that its benefits are far more uncertain than EPA indicates.
