This report was prepared at the request of the APA Group, the owner of the Roma-Brisbane Pipeline (RBP). APA asked NERA to provide independent advice addressing the question of which form of queuing requirement is most likely to lead to economically efficient outcomes in the context of the RBP: a first-come-first-served approach or an approach based on a publicly notified auction.
