4th Annual BIICL Merger Control Conference

Senior practitioners, economists, and in-house counsel gathered at this annual conference in London to provide expert commentary and opinion on the most pressing issues of merger control. Topics included the substantive test for merger review, unilateral effects analysis and the Oracle PeopleSoft merger, and national and European Commission decisions.

As part of this conference, Dr. Mark Williams, Director of European Competition Policy in NERA's London and Brussels offices, participated in a panel discussion on "Unilateral Effects in European Merger Control," which focused on whether unilateral effects in the new EU Merger Regulation test amounts to a toughening of merger control, and whether, in practice, it also grants greater discretion to regulators. The panel was chaired by John Fingleton, the new Chief Executive of the UK Office of Fair Trading, and also included Lars-Hendrik Roeller, Chief Economist of DG Comp of the European Competition.
