The University of Hong Kong and the Centre for Law, Economics, & Society at University College London (UCL) co-organized a conference on the enforcement of competition law in Hong Kong on 18-19 March 2011. NERA Senior Vice President Dr. Gregory K. Leonard served as a panelist for a session entitled "Competition Law and State Regulation: Setting the Stage and Focus on State-Owned Enterprises." Dr. Leonard addressed how the state's objectives in forming a state-owned enterprise can conflict with the objectives of competition law.
