NERA Principal Sébastien Gonnet and Outside Consultant Dr. Graham Poole participated as speakers and panelists at IBC's third annual transfer pricing summit, held in London on 29-30 March 2011. The event attracted over 200 experts from around the world, including representatives from the OECD, various tax authorities, and the world's largest corporations.
 
Mr. Gonnet and Dr. Poole delivered a presentation focusing on the economic concept of location-specific advantages, and how the concept applies to transfer pricing in the BRICS countries (Brazil, Russia, India, China, and South Africa). In these countries, most notably China, tax authorities are expecting tax payers to take into consideration the location-specific advantages that tax payers may experience on both the supply side (e.g., lower labor costs) and the demand side (e.g., market premium related to a booming demand). After providing an overview of the economics behind location-specific advantages, Mr. Gonnet and Dr. Poole presented case studies illustrating how a proper economic analysis of such advantages can bridge the gap between the tax payers and tax authorities' expectations, resolve conflicts, and determine arm's length and flexible transfer pricing systems.

Mr. Gonnet and Dr. Poole also organized a workshop that expanded on their presentation, taking a detailed look into the economics and practicalities of location-specific advantages and economic rents. The workshop was divided into two parts: the first part focused on technical issues, while the second explored practical insights into dealing with the Chinese tax authorities in this and other areas.
