Twelfth ACCC Regulatory Conference: Regulating for the Future

The Australian Competition and Consumer Commission (ACCC) held its twelfth annual regulatory conference in Brisbane on 28-29 July 2011. NERA Director Greg Houston was invited to speak in a session entitled "What must be done to adapt the energy market to a low-carbon future?" Mr. Houston provided an Australian perspective on key questions such as whether there is a need to change the market rules or the way we regulate networks, and whether the current market design needs to be updated or completely overhauled. In his presentation, Mr. Houston explained that Australia's National Electricity Market (NEM) is the highest carbon-emitting market in the OECD. The significance of the task in moving to a low-carbon future means there is a continuing, critical need for long-term policy certainty, particularly on the announced program for plant closures and parameters that affect long-term carbon prices. He concludes that the challenges currently facing  policy makers, regulators, business decision-makers, and financiers are unprecedented, and that adapting to a low-carbon future involves energy market restructuring well beyond the experience of the NEM institutions.
