NERA Associate Director Daniel Radov delivered a presentation on issues related to the allocation of emissions allowances at this conference in Cologne on 7-9 May 2008. Cap and trade systems increasingly are being seen as playing an important role in effective emission mitigation policy, and the allocation of emission rights is a key element in the effective implementation of these systems. In his presentation, Mr. Radov discussed the impacts of different allocation options and what should be considered when selecting a specific option.
