The European Parliament held an official hearing on the European Commission's post-2012 proposal on climate change policy in Brussels on 15 May 2008. As part of the hearing, NERA Associate Director Daniel Radov was invited to deliver a presentation entitled "Free Allocation and Auctioning: Trade-Offs and Practicalities." Mr. Radov provided an overview of the allocation of carbon allowances, basic allocation design choices, and the advantages and disadvantages of allocation alternatives, including their implications for international competitiveness.
