New Zealand's Commerce Amendment Bill 2008 changed significantly the previous regulatory arrangements and presents the Commerce Commission with the challenging task of bedding in the new regime within an extremely tight timeframe. This conference, held in Wellington on 27 February 2009, discussed the potential effects the new regime may have upon electricity lines businesses. The conference drew attendees from regulatory agencies (including the Commerce Commission), electricity lines businesses, economic consultancies, consumer advocacy groups, and law firms. NERA Director Greg Houston delivered a presentation addressing the rationale for the new legislation, which requires the up-front determination of "input methodologies" addressing matters such as the cost of capital and asset valuation, and their role in the setting of price paths for electricity lines and gas pipeline businesses.
