NERA Associate Director Stuart Holder participated in this three-day conference on postal economics in Bordeaux, France on 27-30 May 2009. In a session on competition policy, he co-presented a paper, "Focusing Regulation on Bottlenecks: Perspectives on Separation Options," with Stephen Gibson, Director of Economic Policy at Postcomm. Mr. Holder later served as a discussant in a panel session on access to postal networks.
