Oxford Competition Policy Conference: Competition Policy in Regulated Sectors

Dr. Mark Williams, NERA Director and Head of European Competition Policy in London and Brussels, spoke at this year's Oxford Competition Policy Conference of the Regulatory Policy Institute (RPI), Oxford, on 2 July 2007. Dr. Williams delivered a presentation, "Wider Implications of the Albion Water Case for Infrastructure Access Arrangements," in which he discussed implications of the recent judgment of the Competition Appeal Tribunal in Albion Water. Dr. Williams shared the platform with Professor George Yarrow of the RPI.

This judgment of the Competition Appeal Tribunal examined the question of the terms of access of an entrant to an incumbent's pipeline network. The case raises, directly or indirectly, questions regarding the competition policy treatment of access to infrastructure, essential facilities, access pricing, the Efficient Component Pricing Rule (ECPR), inefficient entry, and issues of vertical foreclosure and margin squeeze.

Other speakers at the 2007 conference included John Davies, Chief Economist of the Competition Commission; Annette Egginton, Head of Competition Policy at the Office of Rail Regulation; Dr. Frank Maier-Rigaud of DG Competition; Steve Smith, Managing Director of Markets at Ofgem; Steve Unger, Director of Competition Policy at Ofcom; and Sean Williams, Executive Director of Markets & Projects, Office of Fair Trading.
