This annual conference, held in Gainesville, Florida on 3-4 February 2010, explored the difficult policy issues that regulators, policymakers, industry, consumers, and other stakeholders must confront in order to ensure that Florida and the nation continue to improve the availability and effectiveness of our energy, telecommunications, and water supplies. NERA Special Consultant Dr. Hethie Parmesano participated in an energy session addressing the rate implications of changing technologies. She delivered a presentation entitled "Implications of Carbon Cap-and-Trade for Electricity Rate Design."
