Allocation Methods in the Emissions Trading Scheme

On 10 October 2007 in Brussels, NERA Associate Director Daniel Radov presented before Members of the European Parliament (MEPs) and interested stakeholders a report for the International Emissions Trading Association (IETA) that he co-authored with other members of NERA's Environment Group. The report, Complexities of Allocation Choices in a Greenhouse Gas Emissions Trading Program, seeks to clarify the major complexities involved in the initial allocation of allowances and to consider the implications of these complexities for government determination of an appropriate allocation approach. Mr. Radov's presentation was followed by a panel discussion, where representatives from different industrial sectors spoke in favor of each main allocation method: auctioning, benchmarking, and grandfathering. The hosting MEPs also provided comments on the presentations.
