NERA Senior Vice President Dr. Jeff D. Makholm was invited to appear on an expert panel before the New Hampshire Public Utilities Commission in Concord on 7 November 2007. The panel addressed rate mechanisms designed to encourage energy efficiency programs. Dr. Makholm presented his perspectives and answered questions on policies and practices regarding retail gas and electric distribution rate "decoupling."
