NERA Director Óscar Arnedillo Comments on the Spanish Electricity Sector

28 April 2008

Energia Diario, a leading portal in Spain focusing on energy sector news and developments, interviewed NERA Director Óscar Arnedillo on the current state of competition and regulatory challenges faced by the Spanish electricity system. The interview was published in two parts. In the first part, Mr. Arnedillo addresses issues such as the liberalization of the Spanish electricity sector, the level of corporate concentration, and the competitive impact of Virtual Power Plant auctions, which operators classified as "dominant" are required to hold. In the second part, he discusses whether regulation, planning, or competition are more likely to result in efficient outcomes, the criteria for the identification of "dominant operators" in the Iberian market, the distortions created by full-service tariffs in Spain, and the issue of potential CO2-related windfall profits.
