NERA Economist Testifies Before US House of Representatives Committee on Science, Space, and Technology
19 April 2011
New York -- NERA Economic Consulting Senior Vice President Dr. David Montgomery testified on Green Jobs and Red Tape: Assessing Federal Efforts to Encourage Employment before the Subcommittee on Investigations and Oversight of the US House of Representatives Committee on Science, Space, and Technology.
Dr. Montgomery, an economic and regulatory expert in energy and environmental issues, shared with the subcommittee his views on the economics of the federal government's effort to create green jobs through federal R&D funding and through the use of loan guarantees, standards, subsidies, regulations, and tax incentives to promote "green" technologies.
"Energy R&D has the potential of leading to future technologies that can lower the cost of energy. However, the vast majority of federal 'Green Economy' funding is not going to basic and applied research; it is going to loan guarantees, standards, subsidies, regulations, and deployment of current technology," said Dr. Montgomery. "Federal funding and standards to promote adoption of green technology are unnecessary to achieve the environmental goals that have been accepted in public policy."
