Dr. Richard Rozek
Senior Vice President, Washington, DC

Dr. Rozek works on projects involving intellectual property, antitrust, and transfer pricing across a variety of industries.

Assignments in which he has participated include:

  • Analyses and testimony for plaintiffs or defendants on economic issues in antitrust, contract dispute, false advertising, patent/trademark/copyright/trade secret, personal injury, and libel matters;

  • Transfer pricing studies following US, Organisation for Economic Co-Operation and Development (OECD), or specific foreign tax rules for tangible and intangible property in transportation, consumer product, medical devices/instruments, pharmaceutical, and professional service industries;

  • Public policy studies on pharmaceutical industry issues such as improving intellectual property protection, limiting parallel trade, and assessing the impact of health care reform initiatives on innovation and prices;

  • Design of auctions for power generation and professional sports markets;

  • Testimony on deficiencies in state hospital rate regulation schemes; and

  • Estimates of the data compensation payable under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).


    Prior to joining NERA, Dr. Rozek held senior positions in the Bureau of Economics at the US Federal Trade Commission, where he served as Deputy Assistant Director for Antitrust, and at the Pharmaceutical Manufacturers Association (now called Pharmaceutical Research and Manufacturers of America). He also was an Assistant Professor of Economics at the University of Pittsburgh.

    Dr. Rozek has written over 45 articles for professional journals such as the American Economist, Contemporary Policy Issues, Electricity Journal, Energy Journal, Economics Letters, Journal of Economic Integration, Journal of Economics, Journal of Research in Pharmaceutical Economics, Journal of World Intellectual Property, Mathematical Modelling, Research Policy, and Tax Notes International. He is frequently invited to speak on developments in intellectual property protection for pharmaceuticals.
