Experience
Mr. Counsell is a Senior Consultant in NERA's Wellington office. He specializes in competition and regulatory economics, and resource management economics.
Mr. Counsell's competition and regulatory experience includes analyzing the economic implications of mergers and acquisitions, the competitive effects of contracts and market behavior, the pricing of access to essential facilities, and the impact of regulatory interventions. In the area of resource management, he has provided economic analysis for resource consent disputes, and has analyzed economic issues in water allocation and climate change. His work has covered a wide range of industries, including electricity, gas, dairy, forestry, mining, airports, health care, banking and credit cards, waste, education, building products, retailing, commercial property, post, and telecommunications.
Mr. Counsell has particular expertise in the application of empirical techniques to real world problems, including the use of economic models and mathematical tools to predict the price effects of mergers (merger simulation), estimate demand equations, and analyze the competitive effects of vertical industry arrangements. He also has experience in performing cost benefit and cost effectiveness analysis and real options analysis.
Prior to joining NERA, Mr. Counsell worked for another international economics consultancy. He completed short secondments to the New Zealand Commerce Commission in 2007 and to Telecom New Zealand in 2010. He holds an MCA in economics with distinction, a BCA in economics with first class honours, and a BSc in mathematics.
