Experience
Dr. Shulman specializes in the fields of transfer pricing, international trade, and political economy. Prior to joining NERA, Dr. Shulman was a Managing Director in KPMG LLP's Chicago office's economic valuation and transfer pricing practice, where she specialized in domestic and cross-border transactions involving complex transfer pricing issues. Her expertise includes advising and structuring international transfer pricing and taxation issues and cross-spectrum industry and product comparable analyses. Dr. Shulman led documentation, planning, Advance Pricing Agreements, and controversy resolutions, including assisting companies with global transfer pricing audit defense and settlements with revenue authorities in several jurisdictions. She advised companies with determining global transfer pricing policies in conjunction with supply chain planning and merger and acquisition integration, including the intercompany pricing of intellectual property, intercompany financing arrangements, and services transactions.
Prior to KPMG, she worked for Ernst & Young LLP's international transfer pricing group. Dr. Shulman has been a speaker at several transfer pricing and international tax conferences, most recently at the Atlas Intermediate US International Tax Update conference in Chicago in July 2009. She received her PhD and MA in political science from the University of Michigan, with a major in international political economy and a minor in statistical and quantitative methods. Her dissertation studied US trade disputes with Canada, the EU, and Japan. She earned her BA with honors from McGill University.
