Experience
Ms. Osborne specializes in applying competition and regulatory economics to network industries. She has advised client companies in the air transportation, energy, water, and communications industries, as well as regulators and competition authorities for these sectors. Ms. Osborne has provided advice in relation to pricing strategies, predation claims, bundling and tie-in arrangements, access regulation, and regulatory design. She has also undertaken analysis and research that has been used as the basis of expert reports and testimony. Prior to joining NERA in 2000, Ms. Osborne was a senior economist in the New Zealand Treasury, where she advised on the operation and management of publicly owned hospitals.
