Experience
Mr. Sharma holds an MSc in economics from Universitat Pompeu Fabra and an MA in international commerce (international trade policy) from Seoul National University. Based in London, he is a Senior Consultant in NERA's Communications Networks and Media Practice.
At NERA, Mr. Sharma has managed and worked on a number of projects across a range of regulatory and competition issues in both fixed and mobile telecommunications. These include valuation work for both mobile and next generation fiber businesses; benchmarking studies; (NGN, NGA, and mobile) LRIC cost model construction and reviews; policy and strategic recommendations based on regulatory reviews; welfare analysis; charge control methods such as retail minus; and analysis of exclusionary conduct through wholesale tariffs for terminating calls and discrimination between on-net and off-net call tariffs.
Mr. Sharma has applied advance econometric techniques to forecast demand, analyze relationships in panel data, and conduct efficiency analysis. He has worked on issues related to mobile spectrum, including setting reserve prices and other auction parameters such as license duration, spectrum caps, and technology restrictions. He also has worked on other communications services-related issues such as P2P (peer to peer) file sharing and copyright infringement, and the design and transparency of consultation procedures.
Mr. Sharma has participated in expert witness proceedings on the existence of a price squeeze and the related damages in a case involving mobile phone operators in Belgium, and provided expert witness support in multiple cases in the UK on the nature, scope, scale, and potential profitability of the UK grey market for mobile handsets. He has also provided expert advice and inputs and delivered presentations as part of consultation procedures on multiple occasions, including procedures at Ofcom (UK), ANACOM (Portugal), NMa (The Netherlands), Ministry of Communications (a CIS country), and AGCOM (Italy).
