Experience
Mr. Anstey is a Senior Consultant in NERA's Global Energy, Environment, and Network Industries Practice, based in London. He specializes in the economics of gas and electricity markets and regulation. His work spans public policy, litigation, valuation and due diligence, and competition policy.
His recent work has covered competition in gas and electricity supply markets, tariff and market design, arbitration and contract reviews, the design of market rules for gas and electricity, and the design of energy efficiency policies. In the last several years, Mr. Anstey has managed several litigation assignments, and advised energy networks in the course of their periodic reviews.
In addition to energy, Mr. Anstey has worked in other regulated network industries, particularly in the water industry. His work across utility markets and regulation spans a wide range of geographies, including the UK and Ireland, much of Western, Central, and Eastern Europe, and the Middle East and Africa.
Mr. Anstey holds an MPhil degree in economics from Exeter College, Oxford, where he specialized in microeconomics and industrial organization. Mr. Anstey also holds a first class BA in economics and management from Exeter College, Oxford.
Mr. Anstey has been published in The Electricity Journal, New Power, and Water Utility Management International.
