Experience

Dr. Stewart's areas of interest include competition policy and the economics of antitrust, intellectual property, and the energy industry. He chaired NERA's intellectual property practice from March 1996 until February 2006.

His interest in the economics of intellectual property began with his doctoral dissertation on industrial research and development and has ranged from fundamental economic research on "preemptive innovation" to practical calculation of the value of patents and trademarks. His analysis of large-firm R & D rivalry, published in the Quarterly Journal of Economics, was a seminal investigation of the impact of mandatory licensing and other profit-sharing mechanisms on the rate of innovation. At NERA, his intellectual property practice has focused on the valuation of patents and trademarks, consideration of the commercial success of patented inventions, and the calculation of economic damages resulting from alleged infringement.

Dr. Stewart has evaluated the economic impact of numerous mergers and joint ventures, has made presentations to the Antitrust Division of the Department of Justice and the Federal Trade Commission, and has carried out economic research in connection with antitrust disputes in the United States, Australia, and New Zealand. He is also an expert in energy economics. He was Manager of Exploration and Production Programs in Mobil Oil Corporation's Management Sciences Department, Consultant on Energy Economics to PaineWebber, Inc., Director of Energy Research at Rutgers University's Bureau of Economic Research, and the founding editor of NERA Energy Outlook.

Before joining NERA, Dr. Stewart was Associate Professor of Economics at Rutgers University. He taught graduate and undergraduate economics courses at Rutgers for twelve years and also taught a graduate seminar at Columbia University for three years. Dr. Stewart has edited one book and is the author of numerous articles in the American Economic Review, Canadian Journal of Economics, and the Journal of the Patent and Trademark Office Society, among others.
