Experience
Dr. Kraus is a Special Consultant in NERA's Global Energy, Environment, and Network Industries Practice, based in Berlin. He specializes in energy economics, particularly regulatory economics.
Dr. Kraus has led and managed numerous projects on a wide range of electricity and gas projects. His clients include German and European electricity and gas majors, as well as German municipalities and state governments.
His areas of expertise include analysis of wholesale market transparency, regulatory cost and revenue benchmarking, regulating power markets, competition in electricity retail markets, electricity transmission and gas transport network regulation, gas net-back pricing, and security of gas supply studies. His industry experience includes expert reports for regulatory hearings, energy supply contract arbitration, and regulatory M&A due diligence. He has served as an expert witness before the International Chamber of Commerce and as a member of the supervisory board of Germany's first energy exchange in Leipzig.
Dr. Kraus regularly speaks at or chairs conferences focused on electricity and gas market issues, and has published in German and international energy journals.
Before joining NERA in 2004, Dr. Kraus was a professor of energy economics at the universities of applied sciences of Mannheim and Darmstadt, Germany, where he taught energy and environmental economics, the economics of regulation, and business administration. He is a member of the International Association of Energy Economists (IAEE).
Previously, Dr. Kraus also worked as a Director of the energy practice of PricewaterhouseCoopers in Berlin, and as a Senior Advisor at the International Union of Electricity Producers and Distributors (UNIPEDE) and at the International Energy Agency (IEA/OECD) in Paris.
He holds a PhD in economics and an MA in mechanical engineering from the University of Karlsruhe in Germany.
