Experience
Mr. Kemp is an economist with over 15 years of experience advising regulators, governments, and businesses on regulatory and policy matters affecting the transport, energy, and water industries. He has particular expertise in:
- Regulatory design to promote more efficient outcomes for network industries
- Regulatory pricing for network industries, including pricing for third-party infrastructure access
- Funding and financing mechanisms for infrastructure
- Heavy vehicle charging and regulation
- Analyzing wholesale electricity prices, in particular the implications of energy savings, renewable energy, and carbon abatement policies for electricity prices
Mr. Kemp's focus in more recent years has been in guiding reforms to heavy vehicle charging and regulation in Australia through assignments with the National Heavy Vehicle Regulator Project Office and for the Council of Australian Governments (COAG) Road Reform Plan Secretariat. This work has focused on how best to promote more efficient road infrastructure decision-making. These projects have helped develop a clear understanding of the complexities of heavy vehicle charging and funding arrangements, heavy vehicle access arrangements and vehicle standards, and the opportunities for governance and institutional reforms to road infrastructure provision.
In addition to transport, Mr. Kemp is actively involved in advising the Australian government on the development of energy savings schemes, and the implications of environmental policies on electricity market prices. He also continues to advise regulators (e.g., the Australian Energy Market Commission) and businesses (AusGrid, Hunter Water, and SA Water) on matters relating to energy and water market regulation, infrastructure access, and pricing.
Mr. Kemp joined NERA's Sydney office in 2006, having previously worked for the Independent Pricing and Regulatory Tribunal in New South Wales and for the Australian Bureau of Agricultural and Resource Economics.
