Experience

Based in New York City, Mr. Wininger is a Consultant in NERA's Energy Group. His experience includes providing consulting services for the design and implementation of competitive procurement processes, regulatory strategy, contract analysis, and prudence reviews. Mr. Wininger has also performed statistical analysis of generation asset revenues, benchmarking studies, and auction design/administration in the energy sector. He has been a part of the auction management team for the New Jersey BGS auctions, the Illinois auction for ComEd and Ameren, the Pennsylvania Power RFP, and the PPL POLR RFP, among others. In addition, he has provided expert witness support for testimony before the Federal Energy Regulatory Commission regarding power contract disputes, benchmarking analysis, and prudence reviews.

Mr. Wininger studied economics and English at Dartmouth College, where his work focused on financial analysis and game theory.
