Experience

Mr. Holder is an Associate Director in NERA's London office and leads NERA's work on transport and postal services in Europe. His work covers regulation, access charging, privatization, cost and revenue modeling, pricing, and competition issues. He has carried out major projects for the European Commission on airport slot allocation mechanisms and rail infrastructure charging, and for Postcomm on regulatory issues and the value of the post office network. He has led recent NERA projects in the airport, air traffic control, rail, road, and bus industries. Mr. Holder advised the UK government during its 2004 review of the rail industry and in 2001/2 following its decision to place Railtrack in administration. He has carried out a wide range of projects in the rail industry, for clients including regulators, governments, infrastructure managers, train operators, and rolling stock leasing companies, and has worked on the economic regulation of airports in countries including Ireland, Italy, Netherlands, Portugal, South Africa, and the UK. Mr. Holder has also worked on projects involving regulatory reform in developing countries, including major studies for the Asian Development Bank and the World Bank in Malaysia and Côte d'Ivoire, and is co-author of an influential journal article on regulatory governance.

From 1994 to 1996, Mr. Holder worked on secondment to the UK Office of Rail Regulation (ORR). As part of a small economics team within the ORR, he played a key role in developing and implementing principles for track access charging and implementing the Regulator's competition policy functions.
