Experience
Mr. Klein is a Senior Consultant in NERA's European Competition Policy Practice. Since joining NERA in 2002, he has worked on cases in all areas of competition policy across industries including transport, media, telecommunications, energy, FMCG, supermarket retailing, chemicals, and various manufacturing industries.
Selected recent merger work includes cases before the European Commission (the phase II investigations of Kronospan/Constantia and Associated British Foods/GBI, as well as phase I cases such as British Energy/EDF and Dow/Rohm and Haas), the German competition authorities (Melitta/Airflo - "Staubsaugerbeutelmarkt II"), the OFT (Panavision/AFM), and Competition Commission (Stagecoach/Scottish Citylink), as well as in other jurisdictions. Mr. Klein also has experience in antitrust issues (abuse of dominance and agreements, including the OFT Dairy Retail Price Initiatives Investigation), market investigations (the UK cases of Yellow Pages, Payment Protection Insurance, and Newspaper and Magazine Distribution), and state aid.
Prior to joining NERA, Mr. Klein worked as an economist in senior positions for several public and private institutions in Peru. During that time, he was a member of the team of economic advisors at the Ministry of Economy and Finance and a member of the Commission of Free Competition of INDECOPI, the autonomous six-member body in charge of Peru's law against anticompetitive practices.
Mr. Klein, who is fluent in English, German, and Spanish, was educated at the University of Cologne and at York University, where he obtained an MSc in economics (with Distinction). He also holds a Postgraduate Diploma in EC competition law from King's College London.
