Experience
Mr. Radov is an Associate Director in NERA's Global Energy, Environment, and Network Industries Practice. His work concentrates on environmental economics, with a particular focus on emissions trading, climate change, and economic issues associated with air quality regulations. Mr. Radov's recent work has concentrated on the complex interactions of different environmental policies. His clients come from a range of industries, including electric power generation and retail supply, automobile and engine manufacturing, forest and paper products, agrochemicals, petroleum products, and the public sector.
Mr. Radov has led NERA's work to assist the UK Government in its development of its National Allocation Plans under the European Union's Emissions Trading Scheme as well as in the development and evaluation of other key UK climate change policies. He has assisted the European Commission in evaluating different approaches to allowance allocation under the EU ETS and in understanding the interactions of emissions trading with other market-based environmental policies (including Green and White Certificates).
Mr. Radov also helps private clients analyze and plan for the effects of climate change and other air quality regulations. He has studied and evaluated the design, implementation, and effects on different industries of other emissions trading programs, including existing and proposed greenhouse gas trading programs in the US and Europe. Mr. Radov's other recent work includes comprehensive analyses for private clients of the implications of regulations of new vehicles, including recent proposals to limit greenhouse gas emissions in California, the "zero-emissions vehicle" requirements in California, and new NOx emissions standards for long-haul, heavy-duty trucks.
