New York—NERA Economic Consulting, a leading global provider of economic advice and analysis in business, legal, and regulatory matters, is pleased to announce that Willis Geffert, William P. Hrycay, Dr. Robert Kulick, and Dr. Laura T.W. Olive have been promoted to Associate Director.

Mr. Geffert, based in NERA’s Washington, DC, office, specializes in the energy industry, focusing on international arbitration, litigation support, regulatory issues, and advisory services. He provides in-depth economic analysis as a testifying and consulting expert in contested proceedings, addressing various contract, regulatory, and industry issues, including recent expert reports before the FERC and in an international arbitration involving construction delay of a power plant. In his advisory work, Mr. Geffert aids governments, regulators, and power sector entities in electricity market operations and reforms, and he provides market analysis, due diligence support, and strategic and regulatory advice to energy companies, utilities, and investors. Mr. Geffert received a master’s degree in physics from the University of Pennsylvania and a BA, magna cum laude, from Amherst College, also in physics.

Mr. Hrycay, a member of NERA’s Securities and Finance Practice based in the New York City office, specializes in expert analysis relevant to business valuation, bankruptcy, and complex securities litigation. He has performed analyses in complex litigations related to bankruptcies and financially distressed companies, valuation disputes, derivative securities, mergers and acquisitions, tax disputes, and other complex financial matters. He received his MBA in finance from New York University and is a Chartered Financial Analyst® (CFA®) charterholder.

Dr. Kulick is based in NERA’s Washington, DC, office and specializes in the economic analysis of competition, regulatory, intellectual property, and labor and employment issues. He has extensive experience advising clients involved in complex litigations, merger reviews, regulatory proceedings, and high-stakes public policy debates. Much of his work focuses on innovative industries and the high-tech sector, and he is a member of NERA’s Communications, Media, and Internet Practice. Dr. Kulick’s research on mergers, competition policy, telecommunications policy, entrepreneurship, and labor markets is widely cited, and he is an Adjunct Professor at George Mason University Law School. He earned his PhD in economics from the University of Maryland, College Park, and his BA in economics with high honors from Princeton University.

Dr. Olive is a Boston-based expert who works with energy companies to navigate economic questions arising from regulation and contract disputes in NERA’s Energy Practice. Dr. Olive has worked with firms to develop answers to the most pressing questions of costs, prices, competition, and other issues in regulatory settings, litigation, and international arbitration. Dr. Olive frequently speaks to legal and industry groups on questions of gas pipeline access for electricity markets, regulatory issues related to oil and gas pipelines, and LNG market development, among other topics. Dr. Olive has published several papers and has testified on such matters before state commissions and federal regulators. She earned her PhD in economics from Northeastern University and BA in economics, summa cum laude, from Simmons College.
