Experience

David Boonin is a nationally recognized regulatory and energy executive and innovator with a diverse background, previously serving as a senior manager of a competitive energy company, a utility commissioner, a manager of a regulated utility, a policy director, an economist, and a consultant. Mr. Boonin specializes in matters related to utilities and energy markets, focusing on regulatory policy & strategy, regional energy resource planning, retail/wholesale energy pricing, assessment metrics, energy efficiency, demand response, renewable resources, the cost of reliability, decoupling, rate analysis, risk & uncertainty mitigation, short & long-term energy supply & demand forecasting, distributed generation policies, incentive-based regulation, and innovative financing and cost recovery. He has created hundreds of millions of dollars in regulatory incentives, savings, efficiency improvements and market opportunities in the energy industry. Mr. Boonin has developed and implemented new solutions for competitive energy pricing, benefit/cost assessment of power/merchant plants, utility resource planning, load forecasting, project financing, cost recovery, and incentive-based regulation.

Mr. Boonin served has served as a Principal of the National Regulatory Research Institute; President of New Energy Ventures, Mid-Atlantic; Supervisor of Energy and Demand Forecast for United Illuminating; Chief of the Economics Division for the Pennsylvania Public Utility Commission; and Gas Commissioner/Executive Director, Commissioner of the Planning Commission, Director of Utility & Regulatory Affairs, and Director of Intergovernmental Affairs for the City of Philadelphia. He also served as a Member of the Private Sector Advisory Panel, Infrastructure Financing, on the U.S. Senate Budget Committee. He is frequently published, presents papers to national forums, and provides testimony in various proceedings.

Mr. Boonin holds a MA in economics from Brown University and a BS in economics from the Wharton School, University of Pennsylvania.
