Experience

Stuart L. Harshbarger is a Director in NERA's Transfer Pricing and Intellectual Property practices. Dr. Harshbarger manages a broad spectrum of international tax compliance, business valuation, and tax planning projects that have at their core complex economic, accounting, and legal issues that require sophisticated, multiple-year, advisory services. His years of experience as a transfer pricing expert has produced hundreds of transfer pricing studies, opinions, compliance reports, audit testimonials, and APAs on a worldwide basis. He has been qualified as an expert in economics before Federal and State courts, testifying on antitrust, breach of contract, and product liability matters. Prior to joining NERA, Dr. Harshbarger worked for PwC, DRI/McGraw-Hill, Argonne National Laboratory, the Washington Gas Light Company, and the US Department of Energy. 

He is the past vice president and program director of the National Economist Club in Washington DC, and served on the US Postal Service Customer Advisory Council in Chicago and the Chapter Committee of the National Association for Business Economics. His publications include articles in BNA Tax Management Transfer Pricing Report, International Tax Review, Journal of Computers and Operations Research, Energy Economics, and Public Utilities Fortnightly, and the 4th Edition (LexisNexis) of Practical Guide to U.S. Transfer Pricing, Chapter 29. Dr. Harshbarger is particularly well-versed in the economics associated with the agrochemical, automotive, heavy construction, industrial machinery, pharmaceutical, professional services, and retail trade industries. He received his PhD in economics from The George Washington University, and his BA in economics, with honors in economics, from Indiana University, Bloomington.
