Leading investment firm Commonfund held this forum in Hollywood, Florida on 6-9 March 2010 exactly one year removed from the March 2009 market lows to discuss the significant challenges being faces by US financial institutions. NERA Vice President Dr. Sharon Brown-Hruska participated in a panel session entitled "The New Sheriff in Town," which addressed regulatory reform in the wake of recent bank failures and massive government support programs. Initial calls for reform by the Administration received little traction, yet more recently competing ideas are proliferating. Regardless of which proposals are ultimately adopted, a new regulatory regime is likely, with impacts both good and bad. Dr. Brown-Hruska and her co-panelists discussed whether a new regime will provide important protections and better transparency; and the potential costs and benefits of proposed reforms, including effects on financial innovation and capital formation. They also discussed proposals to address systemic risk of firms deemed "too-big-to-fail;" efforts to increase standardization, exchange-trading, and clearing of credit derivatives; and the effects of additional regulatory requirements for hedge funds.
