NERA Senior Vice President Dr. Jeffrey A. Eisenach delivered the opening keynote address, “New Regulatory Framework for the Digital Economy,” at the 11th International Workshop on Regulation, which was held on 29-30 August 2016 in Cartagena, Colombia. This year’s theme was “Digital Economy: Regulatory Framework for a New Country,” and panelists at the event included Raul Katz, Professor at Columbia Business School and President of Telecom Advisory Services, and Barbara van Schewick, Professor of Law and Helen L. Crocker Faculty Scholar at Stanford Law School, Director of Stanford Law School’s Center for Internet and Society, and Associate Professor (by courtesy) of Electrical Engineering at Stanford University.

Dr. Eisenach also participated as a panelist in the discussion “New Regulatory Framework for the Digital Ecosystem? Industry Perspective.” Dr. Eisenach’s presentation focused on characteristics of digital ecosystem markets, principles of a new regulatory framework, and applications to zero rating.
