NERA Senior Consultant Hans-Martin Ihle delivered a presentation at the 21st Biennial Conference of the International Telecommunications Society, held in Taipei from 26 to 29 June 2016. The conference, which was attended by leading academics, industry experts, and renowned researchers, provided a forum to share valuable expertise in the information, communications, and technology sectors. Mr. Ihle presented on a novel regulatory mechanism to incentivize the shared use of spectrum. With few remaining options for expanding spectrum holdings in the traditional frequency ranges below 3 GHz, the mobile sector is increasingly interested in the larger blocks of spectrum available at higher frequencies. This requires, however, the displacement of incumbent users, which may be slow and expensive. A much faster way to open up this spectrum for mobile broadband is to allow shared access, with mobile operators using spectrum alongside existing incumbents. Shared access is a new model for the mobile industry and will thus require new approaches to allocation.
